根據市委(wei)(wei)統一部署,2020年10月(yue)(yue)上(shang)旬至12月(yue)(yue)下旬,市委(wei)(wei)第(di)三巡(xun)(xun)(xun)察(cha)組對(dui)青島能源集(ji)團(tuan)有(you)限公司(si)黨委(wei)(wei)(以下簡稱:能源集(ji)團(tuan)黨委(wei)(wei))進行了巡(xun)(xun)(xun)察(cha)。2021年3月(yue)(yue)11日,市委(wei)(wei)第(di)三巡(xun)(xun)(xun)察(cha)組向集(ji)團(tuan)黨委(wei)(wei)反饋(kui)了巡(xun)(xun)(xun)察(cha)意(yi)見。按照黨務公開原則和(he)巡(xun)(xun)(xun)察(cha)工作有(you)關要求(qiu),現將(jiang)巡(xun)(xun)(xun)察(cha)整改情況予以公布。

一、整改(gai)工作基(ji)本情況

市委第三巡察組反饋意見中指出(chu)的問(wen)題和提出(chu)的意見建議,能源(yuan)集團(tuan)黨委完全贊同和誠懇接受,堅(jian)持高標準、嚴(yan)要求,堅(jian)決抓(zhua)好整改落實。

(一)切實(shi)提(ti)高政治站位,統(tong)一思想認識。能源集(ji)團黨(dang)委把(ba)落(luo)實(shi)市委巡察組反(fan)(fan)(fan)饋(kui)意見作(zuo)為當前乃至今后一個時(shi)期的首要政治任務。市委第三巡察組反(fan)(fan)(fan)饋(kui)會(hui)后,能源集(ji)團黨(dang)委立即接續召開(kai)專題會(hui)議,傳達反(fan)(fan)(fan)饋(kui)會(hui)議精(jing)神、部署下步巡察整(zheng)改(gai)工作(zuo);所(suo)屬(shu)各直屬(shu)單(dan)位也(ye)立即召開(kai)會(hui)議,層(ceng)(ceng)層(ceng)(ceng)傳達、層(ceng)(ceng)層(ceng)(ceng)動(dong)員、層(ceng)(ceng)層(ceng)(ceng)部署,動(dong)員集(ji)團上下凝(ning)聚共(gong)識、形成合力抓整(zheng)改(gai),切實(shi)把(ba)全集(ji)團的思想和行動(dong)統(tong)一到巡察整(zheng)改(gai)工作(zuo)上來。

(二(er))切實加(jia)強組織領導(dao),明確責(ze)(ze)任(ren)(ren)分(fen)(fen)(fen)工(gong)(gong)。整(zheng)(zheng)改(gai)(gai)伊始,能源集團黨(dang)(dang)委(wei)(wei)即將配合巡(xun)察(cha)(cha)期間成(cheng)立的配合做好(hao)市(shi)委(wei)(wei)巡(xun)察(cha)(cha)工(gong)(gong)作(zuo)(zuo)領導(dao)小組直接(jie)轉為巡(xun)察(cha)(cha)整(zheng)(zheng)改(gai)(gai)工(gong)(gong)作(zuo)(zuo)領導(dao)小組,全面負責(ze)(ze)整(zheng)(zheng)改(gai)(gai)落(luo)實工(gong)(gong)作(zuo)(zuo),并先后3次專(zhuan)門研究了(le)梳(shu)理(li)問題(ti)(ti)的責(ze)(ze)任(ren)(ren)分(fen)(fen)(fen)工(gong)(gong)和巡(xun)察(cha)(cha)整(zheng)(zheng)改(gai)(gai)工(gong)(gong)作(zuo)(zuo)方(fang)案(an);召開(kai)專(zhuan)題(ti)(ti)民主生活會,班子成(cheng)員主動認(ren)領問題(ti)(ti),逐(zhu)條剖析(xi)成(cheng)因,集中(zhong)研討整(zheng)(zheng)改(gai)(gai)措施(shi),認(ren)真(zhen)制定(ding)整(zheng)(zheng)改(gai)(gai)方(fang)案(an)。進(jin)一步明確黨(dang)(dang)委(wei)(wei)書記落(luo)實整(zheng)(zheng)改(gai)(gai)第一責(ze)(ze)任(ren)(ren)人責(ze)(ze)任(ren)(ren)、黨(dang)(dang)委(wei)(wei)班子成(cheng)員分(fen)(fen)(fen)管責(ze)(ze)任(ren)(ren)人的分(fen)(fen)(fen)管責(ze)(ze)任(ren)(ren);承擔整(zheng)(zheng)改(gai)(gai)任(ren)(ren)務的部門、單位負責(ze)(ze)人,作(zuo)(zuo)為整(zheng)(zheng)改(gai)(gai)落(luo)實的具體責(ze)(ze)任(ren)(ren)人,逐(zhu)級明確責(ze)(ze)任(ren)(ren)分(fen)(fen)(fen)工(gong)(gong),確保(bao)把(ba)整(zheng)(zheng)改(gai)(gai)工(gong)(gong)作(zuo)(zuo)抓緊抓實。

(三)建(jian)(jian)立(li)(li)清單真督實(shi)(shi)查,確保整(zheng)(zheng)改(gai)到位。建(jian)(jian)立(li)(li)問(wen)題(ti)、任(ren)務、責任(ren)“三張(zhang)清單”,按照問(wen)題(ti)性質和整(zheng)(zheng)改(gai)要求分類建(jian)(jian)立(li)(li)臺賬(zhang),實(shi)(shi)行銷號管理。能源集團黨(dang)委建(jian)(jian)立(li)(li)了“日調度(du)、周督查、月通報(bao)”整(zheng)(zheng)改(gai)考核跟蹤機制,實(shi)(shi)行“掛圖(tu)整(zheng)(zheng)改(gai)”,每周必聽(ting)取巡(xun)察(cha)(cha)整(zheng)(zheng)改(gai)進展匯(hui)報(bao),及(ji)時(shi)研究解(jie)決困(kun)難問(wen)題(ti),督辦加(jia)快整(zheng)(zheng)改(gai)進度(du),全力(li)推進巡(xun)察(cha)(cha)整(zheng)(zheng)改(gai)問(wen)題(ti)落實(shi)(shi)見(jian)效。

(四)緊密聯(lian)系結合實際(ji),用(yong)好(hao)整改成果。與黨史學習教育、與深化集團體制(zhi)機制(zhi)改革(ge)、與“敢(gan)想敢(gan)干、二次創業”目(mu)標緊密結合,把整改過(guo)程轉化為建章立制(zhi)的過(guo)程,真正把巡察(cha)整改成果轉化為推(tui)動能源事業轉型和高(gao)質量發展的強大動力,確保整改落到實處。

二、市(shi)委(wei)巡(xun)察(cha)組反(fan)饋意見(jian)整改落實情(qing)況(kuang)

1.針對(dui)集(ji)(ji)團(tuan)創新發(fa)(fa)展缺乏系(xi)統謀(mou)劃(hua)(hua)(hua)問題。一(yi)(yi)是召開(kai)巡察整改(gai)專(zhuan)題民主(zhu)生活會(hui),班子成(cheng)員深刻剖析原因、主(zhu)動認領(ling)責任,聯系(xi)思想、工作和生活實(shi)際(ji),明確(que)整改(gai)方向,研究(jiu)整改(gai)措施(shi)。二(er)是召開(kai)“謀(mou)劃(hua)(hua)(hua)‘十(shi)四(si)(si)五(wu)(wu)’暨2021年工作座(zuo)談(tan)會(hui)”,先(xian)后(hou)多次(ci)參與(yu)上(shang)級有關部門(men)組織的(de)專(zhuan)題匯報、座(zuo)談(tan)會(hui)議,結合國家、省市“十(shi)四(si)(si)五(wu)(wu)”規(gui)劃(hua)(hua)(hua)綱(gang)要及相關專(zhuan)項(xiang)規(gui)劃(hua)(hua)(hua),圍繞(rao)國家“碳(tan)達峰”“碳(tan)中和”目(mu)標及能(neng)源(yuan)產業(ye)政策,高(gao)(gao)起點、高(gao)(gao)標準(zhun)研究(jiu)謀(mou)劃(hua)(hua)(hua)集(ji)(ji)團(tuan)“十(shi)四(si)(si)五(wu)(wu)”發(fa)(fa)展思路、重點任務(wu),科學制定了集(ji)(ji)團(tuan)“十(shi)四(si)(si)五(wu)(wu)”發(fa)(fa)展規(gui)劃(hua)(hua)(hua)。規(gui)劃(hua)(hua)(hua)至(zhi)“十(shi)四(si)(si)五(wu)(wu)”末(mo),集(ji)(ji)團(tuan)全(quan)面建成(cheng)承載我市“能(neng)源(yuan)安全(quan)保障、能(neng)源(yuan)戰略(lve)(lve)(lve)實(shi)施(shi)、能(neng)源(yuan)結構轉型”三大戰略(lve)(lve)(lve)功能(neng)為(wei)一(yi)(yi)體的(de)高(gao)(gao)質量能(neng)源(yuan)發(fa)(fa)展平臺,打(da)造成(cheng)為(wei)全(quan)域覆蓋、產業(ye)鏈貫通(tong)、行業(ye)領(ling)先(xian)的(de)綜合性能(neng)源(yuan)企業(ye)。三是修訂集(ji)(ji)團(tuan)發(fa)(fa)展戰略(lve)(lve)(lve)與(yu)規(gui)劃(hua)(hua)(hua)管(guan)理規(gui)定,全(quan)面強化規(gui)劃(hua)(hua)(hua)督導管(guan)理,確(que)保規(gui)劃(hua)(hua)(hua)目(mu)標落地落實(shi)落好。

2.針對(dui)實(shi)現企(qi)業(ye)(ye)(ye)(ye)良性(xing)(xing)發(fa)(fa)(fa)(fa)展能(neng)(neng)(neng)(neng)力(li)(li)不足(zu)問題(ti)。一(yi)是(shi)召開(kai)巡察(cha)整(zheng)(zheng)改(gai)專題(ti)民主(zhu)生活會(hui),班子成員主(zhu)動認領責任(ren),認真(zhen)查擺分(fen)析(xi)原因,進(jin)(jin)一(yi)步明(ming)確(que)整(zheng)(zheng)改(gai)方(fang)向(xiang)和整(zheng)(zheng)改(gai)措施。二(er)是(shi)大(da)力(li)(li)強化(hua)完善(shan)(shan)產(chan)業(ye)(ye)(ye)(ye)鏈(lian)建(jian)(jian)設(she),切(qie)實(shi)解(jie)決(jue)氣(qi)(qi)源(yuan)(yuan)(yuan)、熱源(yuan)(yuan)(yuan)不足(zu)的(de)(de)瓶頸問題(ti)。與(yu)(yu)中(zhong)石(shi)(shi)化(hua)簽(qian)署了(le)(le)戰略(lve)合(he)作(zuo)(zuo)協議,積極(ji)推進(jin)(jin)參股青島(dao)(dao)液化(hua)天然氣(qi)(qi)公(gong)司(si)工(gong)作(zuo)(zuo);已爭(zheng)取市(shi)(shi)國資(zi)委批復(fu)同(tong)意(yi)集(ji)團(tuan)主(zhu)業(ye)(ye)(ye)(ye)由“燃(ran)(ran)氣(qi)(qi)、熱力(li)(li)生產(chan)與(yu)(yu)供(gong)應業(ye)(ye)(ye)(ye)”調(diao)整(zheng)(zheng)為(wei)“熱力(li)(li)燃(ran)(ran)氣(qi)(qi)生產(chan)與(yu)(yu)供(gong)應業(ye)(ye)(ye)(ye)、能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)產(chan)業(ye)(ye)(ye)(ye)運營(ying)(ying)與(yu)(yu)配(pei)套(tao)(tao)設(she)施資(zi)源(yuan)(yuan)(yuan)開(kai)發(fa)(fa)(fa)(fa)綜(zong)合(he)利(li)用(yong)”,現已注(zhu)冊成立(li)(li)了(le)(le)青島(dao)(dao)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)供(gong)應鏈(lian)有(you)限(xian)公(gong)司(si),全(quan)(quan)(quan)力(li)(li)拓(tuo)(tuo)(tuo)展能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)貿易(yi)業(ye)(ye)(ye)(ye)務,為(wei)解(jie)決(jue)氣(qi)(qi)源(yuan)(yuan)(yuan)不足(zu)問題(ti)搭(da)建(jian)(jian)了(le)(le)保障(zhang)平臺,力(li)(li)爭(zheng)盡快(kuai)(kuai)打通天然氣(qi)(qi)上、中(zhong)、下(xia)游產(chan)業(ye)(ye)(ye)(ye)鏈(lian),有(you)效(xiao)解(jie)決(jue)青島(dao)(dao)全(quan)(quan)(quan)域氣(qi)(qi)源(yuan)(yuan)(yuan)、熱源(yuan)(yuan)(yuan)不足(zu)問題(ti)。同(tong)時(shi),積極(ji)堅決(jue)貫徹落實(shi)全(quan)(quan)(quan)市(shi)(shi)清(qing)(qing)(qing)潔(jie)取暖(nuan)部(bu)署安(an)排,加(jia)快(kuai)(kuai)推進(jin)(jin)燃(ran)(ran)煤(mei)鍋爐“煤(mei)改(gai)氣(qi)(qi)”項(xiang)目(mu)和市(shi)(shi)區(qu)(qu)南部(bu)供(gong)熱區(qu)(qu)域供(gong)熱主(zhu)干網互聯互通建(jian)(jian)設(she),將明(ming)顯改(gai)善(shan)(shan)提(ti)(ti)升區(qu)(qu)域供(gong)熱能(neng)(neng)(neng)(neng)力(li)(li)。三是(shi)大(da)力(li)(li)開(kai)拓(tuo)(tuo)(tuo)清(qing)(qing)(qing)潔(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)市(shi)(shi)場(chang)。與(yu)(yu)中(zhong)石(shi)(shi)化(hua)綠源(yuan)(yuan)(yuan)公(gong)司(si)簽(qian)訂了(le)(le)戰略(lve)合(he)作(zuo)(zuo)框架(jia)協議,大(da)力(li)(li)拓(tuo)(tuo)(tuo)展民用(yong)、商業(ye)(ye)(ye)(ye)、產(chan)業(ye)(ye)(ye)(ye)園區(qu)(qu)等用(yong)能(neng)(neng)(neng)(neng)市(shi)(shi)場(chang);先后與(yu)(yu)萊西市(shi)(shi)政(zheng)府(fu)(fu)、北京(jing)華清(qing)(qing)(qing)聚(ju)能(neng)(neng)(neng)(neng)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)管理(li)(li)公(gong)司(si)簽(qian)署了(le)(le)戰略(lve)合(he)作(zuo)(zuo)協議,注(zhu)冊成立(li)(li)青島(dao)(dao)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)發(fa)(fa)(fa)(fa)展(萊西)公(gong)司(si),加(jia)快(kuai)(kuai)推進(jin)(jin)萊西區(qu)(qu)域清(qing)(qing)(qing)潔(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)市(shi)(shi)場(chang)大(da)拓(tuo)(tuo)(tuo)展、能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)結構大(da)轉型(xing);將非(fei)民用(yong)清(qing)(qing)(qing)潔(jie)能(neng)(neng)(neng)(neng)源(yuan)(yuan)(yuan)市(shi)(shi)場(chang)發(fa)(fa)(fa)(fa)展列入年(nian)(nian)度重點工(gong)作(zuo)(zuo),發(fa)(fa)(fa)(fa)布(bu)實(shi)施市(shi)(shi)場(chang)開(kai)發(fa)(fa)(fa)(fa)激(ji)勵獎懲政(zheng)策(ce)(ce)(ce),進(jin)(jin)一(yi)步調(diao)動市(shi)(shi)場(chang)開(kai)發(fa)(fa)(fa)(fa)積極(ji)性(xing)(xing)、主(zhu)動性(xing)(xing)。四是(shi)大(da)力(li)(li)提(ti)(ti)升工(gong)商業(ye)(ye)(ye)(ye)項(xiang)目(mu)發(fa)(fa)(fa)(fa)展配(pei)比。緊跟工(gong)商戶外遷(qian)建(jian)(jian)廠,主(zhu)動開(kai)展配(pei)套(tao)(tao)服務,以大(da)項(xiang)目(mu)直(zhi)供(gong)等方(fang)式開(kai)拓(tuo)(tuo)(tuo)工(gong)商業(ye)(ye)(ye)(ye)用(yong)戶市(shi)(shi)場(chang);發(fa)(fa)(fa)(fa)布(bu)實(shi)施天然氣(qi)(qi)工(gong)商戶開(kai)發(fa)(fa)(fa)(fa)促銷(xiao)方(fang)案(an)、市(shi)(shi)場(chang)開(kai)發(fa)(fa)(fa)(fa)方(fang)案(an),建(jian)(jian)立(li)(li)了(le)(le)市(shi)(shi)場(chang)發(fa)(fa)(fa)(fa)展協調(diao)機(ji)制(zhi),確(que)保年(nian)(nian)內(nei)(nei)工(gong)商戶銷(xiao)氣(qi)(qi)量穩(wen)(wen)步提(ti)(ti)高(gao),實(shi)現民用(yong)戶與(yu)(yu)工(gong)商戶銷(xiao)氣(qi)(qi)量配(pei)比目(mu)標,穩(wen)(wen)步提(ti)(ti)升企(qi)業(ye)(ye)(ye)(ye)盈利(li)能(neng)(neng)(neng)(neng)力(li)(li)。五是(shi)大(da)力(li)(li)強化(hua)內(nei)(nei)部(bu)管理(li)(li),采取有(you)效(xiao)措施切(qie)實(shi)降低經營(ying)(ying)風險。與(yu)(yu)各直(zhi)屬(shu)企(qi)業(ye)(ye)(ye)(ye)簽(qian)訂年(nian)(nian)度目(mu)標責任(ren)書(shu)并(bing)納入年(nian)(nian)度績效(xiao)考核,層層分(fen)解(jie),壓實(shi)責任(ren);建(jian)(jian)立(li)(li)超額利(li)潤分(fen)享(xiang)的(de)(de)中(zhong)長(chang)期激(ji)勵機(ji)制(zhi),完善(shan)(shan)了(le)(le)績效(xiao)考核辦法,實(shi)行差異(yi)化(hua)分(fen)配(pei),激(ji)勵各單位積極(ji)作(zuo)(zuo)為(wei);對(dui)供(gong)熱、燃(ran)(ran)氣(qi)(qi)板塊經營(ying)(ying)情況實(shi)施動態管理(li)(li),實(shi)行月督導季分(fen)析(xi),控制(zhi)企(qi)業(ye)(ye)(ye)(ye)經營(ying)(ying)風險;加(jia)快(kuai)(kuai)推進(jin)(jin)財政(zheng)資(zi)金(jin)回收,梳理(li)(li)分(fen)析(xi)行業(ye)(ye)(ye)(ye)政(zheng)策(ce)(ce)(ce),向(xiang)有(you)關(guan)政(zheng)府(fu)(fu)部(bu)門(men)申報行業(ye)(ye)(ye)(ye)政(zheng)策(ce)(ce)(ce)建(jian)(jian)議,努力(li)(li)爭(zheng)取外部(bu)支持。積極(ji)推進(jin)(jin)資(zi)源(yuan)(yuan)(yuan)綜(zong)合(he)開(kai)發(fa)(fa)(fa)(fa)利(li)用(yong),力(li)(li)爭(zheng)增加(jia)企(qi)業(ye)(ye)(ye)(ye)收益,彌(mi)補虧損。科(ke)學編制(zhi)2021年(nian)(nian)度融(rong)資(zi)計(ji)劃,并(bing)嚴(yan)格計(ji)劃執行和過程管控,積極(ji)穩(wen)(wen)妥實(shi)施融(rong)資(zi);開(kai)展市(shi)(shi)內(nei)(nei)三區(qu)(qu)“煤(mei)改(gai)氣(qi)(qi)”規劃建(jian)(jian)設(she)項(xiang)目(mu)發(fa)(fa)(fa)(fa)行政(zheng)府(fu)(fu)專項(xiang)債申請,已獲(huo)市(shi)(shi)發(fa)(fa)(fa)(fa)改(gai)委和市(shi)(shi)財政(zheng)局(ju)批復(fu),為(wei)落實(shi)國家(jia)“碳達(da)峰”“碳中(zhong)和”重大(da)決(jue)策(ce)(ce)(ce)部(bu)署提(ti)(ti)供(gong)了(le)(le)資(zi)金(jin)保障(zhang)。

10.針(zhen)對(dui)貫徹(che)落實(shi)中央八(ba)項規定精神不(bu)認(ren)真問題(ti)。一是(shi)(shi)召(zhao)開巡察(cha)整改(gai)專題(ti)民主生活會(hui),認(ren)真查(cha)擺分(fen)析出(chu)了產(chan)生的原因,并明(ming)確了整改(gai)方(fang)向(xiang)。二(er)是(shi)(shi)對(dui)相(xiang)關(guan)責任人進行了處理(li)(li),責令相(xiang)關(guan)單位(wei)立(li)即(ji)修訂完善(shan)制度(du),做到制度(du)全面(mian)、管理(li)(li)規范。三是(shi)(shi)重新(xin)核測集團(tuan)科級(ji)及以上干部辦公用(yong)房的面(mian)積,并建立(li)完善(shan)了辦公用(yong)房臺(tai)賬(zhang)。四是(shi)(shi)建立(li)落實(shi)長效機制,做到有部署、有檢查(cha)、有落實(shi),堅持全覆蓋,不(bu)留(liu)死角,確保各(ge)項規定落到實(shi)處。

11.針對(dui)服(fu)(fu)務(wu)(wu)(wu)管(guan)(guan)(guan)理(li)存(cun)在懶(lan)散現象(xiang)問題。一是(shi)(shi)召開(kai)巡察整改專題民主(zhu)生(sheng)活會,深刻剖析原(yuan)因、制定整改措施、明確整改方向。二是(shi)(shi)立即(ji)責令責任單位組織整改,嚴格執行《服(fu)(fu)務(wu)(wu)(wu)行為規范(fan)(試行)》《場站(zhan)(zhan)運行管(guan)(guan)(guan)理(li)規定》,并(bing)對(dui)相關(guan)責任人(ren)進(jin)行了處(chu)理(li)。三是(shi)(shi)全面加強(qiang)服(fu)(fu)務(wu)(wu)(wu)、安全生(sheng)產(chan)管(guan)(guan)(guan)理(li)。升級“一站(zhan)(zhan)式”服(fu)(fu)務(wu)(wu)(wu)站(zhan)(zhan),大力推進(jin)外(wai)圍區(qu)(市)“服(fu)(fu)務(wu)(wu)(wu)管(guan)(guan)(guan)家進(jin)社區(qu)”,進(jin)一步暢通了服(fu)(fu)務(wu)(wu)(wu)渠道。開(kai)展“窗口服(fu)(fu)務(wu)(wu)(wu)質效(xiao)再提升”活動,形成(cheng)集(ji)團服(fu)(fu)務(wu)(wu)(wu)窗口制度(du)清單,對(dui)各單位場站(zhan)(zhan)及(ji)對(dui)外(wai)服(fu)(fu)務(wu)(wu)(wu)窗口進(jin)行現場檢查及(ji)電話抽查。四(si)是(shi)(shi)嚴格執行集(ji)團服(fu)(fu)務(wu)(wu)(wu)行為規范(fan)、服(fu)(fu)務(wu)(wu)(wu)督(du)察考核管(guan)(guan)(guan)理(li)辦法、安全生(sheng)產(chan)監督(du)檢查管(guan)(guan)(guan)理(li)規定等制度(du),強(qiang)化日常服(fu)(fu)務(wu)(wu)(wu)、安全生(sheng)產(chan)監督(du)檢查措施和主(zhu)體責任,不斷(duan)提高服(fu)(fu)務(wu)(wu)(wu)水平和安全保障能力,切實提升群眾獲得感和幸福指數(shu)。

三、今(jin)后整(zheng)改工(gong)作打算

能源集(ji)團黨(dang)(dang)委將在(zai)前一(yi)階段工(gong)(gong)作的基礎上(shang),堅持任務不(bu)變、標準不(bu)降、力(li)度不(bu)減,長期抓、持續(xu)抓、深入(ru)抓,特別是要以巡察整改為動(dong)力(li),持續(xu)扛起全面從嚴治黨(dang)(dang)的政治責任、主體(ti)責任、第一(yi)責任,不(bu)斷把(ba)從嚴管(guan)黨(dang)(dang)治黨(dang)(dang)工(gong)(gong)作引向深入(ru)。

(一)強化(hua)黨(dang)(dang)的(de)領(ling)導(dao),以整(zheng)改落實(shi)引領(ling)集團高質量發(fa)展。進一步(bu)加(jia)強領(ling)導(dao)班子能力建設,充分(fen)發(fa)揮(hui)黨(dang)(dang)委(wei)把方向、管大局、保落實(shi)作用,探索黨(dang)(dang)建工作和經營工作相(xiang)融合(he),黨(dang)(dang)建任務與經營業務同部署、同考核。夯實(shi)基(ji)層(ceng)黨(dang)(dang)組(zu)織(zhi)(zhi)建設,強化(hua)基(ji)層(ceng)黨(dang)(dang)組(zu)織(zhi)(zhi)整(zheng)體功能,嚴格黨(dang)(dang)內生活,充分(fen)發(fa)揮(hui)基(ji)層(ceng)黨(dang)(dang)組(zu)織(zhi)(zhi)的(de)戰(zhan)斗(dou)堡壘作用。

(二)強化(hua)戰(zhan)略導向,以整改落實推動集團高質(zhi)量(liang)發(fa)展(zhan)(zhan)(zhan)。做好與市(shi)行業(ye)管理部門、市(shi)國資委(wei)(wei)溝通協調,確(que)保《規劃》與各市(shi)級專業(ye)規劃、市(shi)國資委(wei)(wei)系(xi)統規劃有效銜接(jie)。緊(jin)握國家能源(yuan)(yuan)革(ge)命和綠色低(di)碳(tan)發(fa)展(zhan)(zhan)(zhan)戰(zhan)略機(ji)遇期,圍繞(rao)平臺思維,進(jin)一步明確(que)集團主業(ye),優化(hua)產業(ye)布局、聚焦(jiao)主業(ye)發(fa)展(zhan)(zhan)(zhan),提升核心競爭力,構建(jian)“大能源(yuan)(yuan)”發(fa)展(zhan)(zhan)(zhan)格局,成(cheng)為(wei)全(quan)市(shi)重大能源(yuan)(yuan)戰(zhan)略、重大能源(yuan)(yuan)項(xiang)目(mu)的承擔者與參(can)與者。

(三)強化(hua)制度(du)(du)(du)(du)體系建設(she)(she),為集(ji)團高質量發展提供規范化(hua)保(bao)(bao)障(zhang)(zhang)。運用好市委巡(xun)察成果,加大制度(du)(du)(du)(du)梳理(li)、完善和執行的(de)(de)檢查力(li)度(du)(du)(du)(du)、問(wen)責力(li)度(du)(du)(du)(du),建立完善“更(geng)(geng)(geng)接(jie)地氣、更(geng)(geng)(geng)為實用、更(geng)(geng)(geng)有(you)效(xiao)(xiao)果”的(de)(de)長效(xiao)(xiao)機制,保(bao)(bao)障(zhang)(zhang)各項(xiang)工(gong)作環環相扣,事事有(you)依有(you)據,確(que)保(bao)(bao)不出(chu)紕漏。完善內(nei)控體系建設(she)(she),加強工(gong)程建設(she)(she)管理(li)、項(xiang)目(mu)招投(tou)標管理(li)、大額資金(jin)使用等(deng)關(guan)鍵領(ling)域(yu)的(de)(de)有(you)效(xiao)(xiao)監(jian)管,形(xing)成制度(du)(du)(du)(du)管人、制度(du)(du)(du)(du)管事的(de)(de)常(chang)態(tai)化(hua)機制。

(四)強化干(gan)(gan)部(bu)(bu)、人才(cai)隊(dui)伍建設(she),為集團高質量發(fa)(fa)展(zhan)提供有效支(zhi)撐(cheng)(cheng)。堅持黨管干(gan)(gan)部(bu)(bu)、黨管人才(cai)原則,加強干(gan)(gan)部(bu)(bu)隊(dui)伍建設(she)和人才(cai)梯隊(dui)建設(she),打造一(yi)支(zhi)素質優良、專業配套、結(jie)構合理(li)的后(hou)備人才(cai)隊(dui)伍,為集團可持續發(fa)(fa)展(zhan)提供組織支(zhi)撐(cheng)(cheng)。完善考(kao)核激勵(li)機(ji)制(zhi),增強考(kao)核的針對性、客觀性和公正性,充分發(fa)(fa)揮激勵(li)作用,讓能干(gan)(gan)的人有舞臺、干(gan)(gan)成(cheng)事的人有平臺。建立以崗位(wei)、能力和業績為核心的薪酬體系(xi),突出(chu)激勵(li)作用。

(五)強化紀(ji)律、作(zuo)(zuo)風建(jian)(jian)(jian)設(she),為(wei)集(ji)團高質量發展保(bao)駕護(hu)航(hang)。教育引(yin)導黨(dang)員干部嚴守政治紀(ji)律政治規(gui)矩,增強“四(si)個(ge)意識”、堅(jian)定(ding)“四(si)個(ge)自信”、做到“兩個(ge)維護(hu)”;領導干部以上率(lv)下、帶頭遵守和(he)執(zhi)(zhi)行(xing)法規(gui)法紀(ji)和(he)集(ji)團各項規(gui)章(zhang)制(zhi)度。牢(lao)固樹立“作(zuo)(zuo)風建(jian)(jian)(jian)設(she)永遠在路上”的思想,堅(jian)決貫徹落(luo)實中(zhong)央八項規(gui)定(ding)精神。探(tan)索建(jian)(jian)(jian)立效能監察工作(zuo)(zuo)機制(zhi),避免監督出(chu)現空(kong)點(dian)、盲(mang)點(dian);積極運(yun)用監督執(zhi)(zhi)紀(ji)“四(si)種形態”,對苗(miao)頭性(xing)、傾向性(xing)問題抓早抓小,為(wei)集(ji)團高質量發展營(ying)造(zao)風清氣(qi)正的良好環境(jing)。
