中共青島能源集團有限公司委員會關(guan)于巡察整(zheng)改情況的通報


根據市委統一部署,2020年10月上旬至12月下旬,市委第三巡(xun)(xun)察(cha)組(zu)(zu)對(dui)青島(dao)能源集(ji)團有限公司黨(dang)委(以下簡稱:能源集(ji)團黨(dang)委)進行了巡(xun)(xun)察(cha)。2021年3月11日,市委第三巡(xun)(xun)察(cha)組(zu)(zu)向集(ji)團黨(dang)委反饋了巡(xun)(xun)察(cha)意見。按(an)照黨(dang)務公開原(yuan)則和巡(xun)(xun)察(cha)工作有關要求,現將巡(xun)(xun)察(cha)整改情況予以公布。

一、整改(gai)工作基(ji)本情況

市委(wei)第三巡察(cha)組反饋意(yi)見(jian)中(zhong)指出(chu)的問(wen)題和提出(chu)的意(yi)見(jian)建議,能源集團黨(dang)委(wei)完全贊同和誠懇接(jie)受,堅(jian)持高(gao)標準(zhun)、嚴要求,堅(jian)決(jue)抓好整改落實。

(一(yi))切(qie)實提高政治站位(wei),統一(yi)思(si)(si)想認識(shi)。能(neng)源集(ji)團黨(dang)委把落實市委巡(xun)(xun)察(cha)(cha)組(zu)反(fan)(fan)饋(kui)意見作為當(dang)前乃至今后一(yi)個時期的首要政治任務。市委第三巡(xun)(xun)察(cha)(cha)組(zu)反(fan)(fan)饋(kui)會(hui)后,能(neng)源集(ji)團黨(dang)委立(li)即接續召(zhao)開(kai)專題會(hui)議,傳達反(fan)(fan)饋(kui)會(hui)議精神、部(bu)署下(xia)步(bu)巡(xun)(xun)察(cha)(cha)整(zheng)改(gai)工作;所屬(shu)各直屬(shu)單(dan)位(wei)也(ye)立(li)即召(zhao)開(kai)會(hui)議,層(ceng)層(ceng)傳達、層(ceng)層(ceng)動(dong)員、層(ceng)層(ceng)部(bu)署,動(dong)員集(ji)團上(shang)下(xia)凝聚共識(shi)、形成合力(li)抓(zhua)整(zheng)改(gai),切(qie)實把全集(ji)團的思(si)(si)想和行動(dong)統一(yi)到巡(xun)(xun)察(cha)(cha)整(zheng)改(gai)工作上(shang)來。

(二)切實(shi)加強組(zu)織(zhi)領(ling)(ling)(ling)導(dao),明(ming)確責(ze)(ze)(ze)任(ren)(ren)(ren)分(fen)工(gong)。整(zheng)(zheng)(zheng)(zheng)改伊始,能源集團(tuan)黨(dang)委(wei)即將配合巡(xun)察(cha)期間成(cheng)立的(de)配合做好市(shi)委(wei)巡(xun)察(cha)工(gong)作(zuo)(zuo)領(ling)(ling)(ling)導(dao)小(xiao)組(zu)直接轉為巡(xun)察(cha)整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)領(ling)(ling)(ling)導(dao)小(xiao)組(zu),全面負責(ze)(ze)(ze)整(zheng)(zheng)(zheng)(zheng)改落(luo)實(shi)工(gong)作(zuo)(zuo),并先后3次專門(men)研(yan)究了(le)梳理問(wen)題的(de)責(ze)(ze)(ze)任(ren)(ren)(ren)分(fen)工(gong)和巡(xun)察(cha)整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)方案;召開(kai)專題民主生(sheng)活會,班子成(cheng)員主動認領(ling)(ling)(ling)問(wen)題,逐(zhu)條(tiao)剖析成(cheng)因,集中研(yan)討整(zheng)(zheng)(zheng)(zheng)改措(cuo)施(shi),認真制定整(zheng)(zheng)(zheng)(zheng)改方案。進一步明(ming)確黨(dang)委(wei)書記落(luo)實(shi)整(zheng)(zheng)(zheng)(zheng)改第一責(ze)(ze)(ze)任(ren)(ren)(ren)人(ren)責(ze)(ze)(ze)任(ren)(ren)(ren)、黨(dang)委(wei)班子成(cheng)員分(fen)管責(ze)(ze)(ze)任(ren)(ren)(ren)人(ren)的(de)分(fen)管責(ze)(ze)(ze)任(ren)(ren)(ren);承擔整(zheng)(zheng)(zheng)(zheng)改任(ren)(ren)(ren)務的(de)部門(men)、單位負責(ze)(ze)(ze)人(ren),作(zuo)(zuo)為整(zheng)(zheng)(zheng)(zheng)改落(luo)實(shi)的(de)具(ju)體(ti)責(ze)(ze)(ze)任(ren)(ren)(ren)人(ren),逐(zhu)級明(ming)確責(ze)(ze)(ze)任(ren)(ren)(ren)分(fen)工(gong),確保把整(zheng)(zheng)(zheng)(zheng)改工(gong)作(zuo)(zuo)抓緊(jin)抓實(shi)。

(三(san))建立清(qing)單真(zhen)督實查,確保整(zheng)改(gai)(gai)到位。建立問題(ti)(ti)、任(ren)務、責任(ren)“三(san)張(zhang)清(qing)單”,按照問題(ti)(ti)性質和(he)整(zheng)改(gai)(gai)要求分類建立臺(tai)賬,實行銷號管理。能源集團黨委建立了(le)“日調度(du)、周督查、月通報(bao)”整(zheng)改(gai)(gai)考核跟(gen)蹤機制(zhi),實行“掛(gua)圖整(zheng)改(gai)(gai)”,每周必聽取巡察(cha)整(zheng)改(gai)(gai)進展匯報(bao),及時(shi)研究解(jie)決(jue)困(kun)難問題(ti)(ti),督辦加快整(zheng)改(gai)(gai)進度(du),全力(li)推進巡察(cha)整(zheng)改(gai)(gai)問題(ti)(ti)落實見效。

(四(si))緊密聯(lian)系結(jie)合實(shi)際,用好(hao)整(zheng)改(gai)(gai)成果(guo)。與黨史學習(xi)教(jiao)育、與深化集團體制(zhi)機制(zhi)改(gai)(gai)革、與“敢(gan)想敢(gan)干、二(er)次創(chuang)業”目標緊密結(jie)合,把整(zheng)改(gai)(gai)過程轉(zhuan)化為(wei)建章立制(zhi)的(de)過程,真正把巡察(cha)整(zheng)改(gai)(gai)成果(guo)轉(zhuan)化為(wei)推動能源事業轉(zhuan)型(xing)和高質量發展的(de)強大(da)動力,確(que)保整(zheng)改(gai)(gai)落到實(shi)處。

二、市委巡察(cha)組反饋意(yi)見整改落實情況

1.針對集(ji)團創新發展(zhan)(zhan)缺乏系統謀(mou)(mou)劃(hua)(hua)問題(ti)(ti)(ti)。一是(shi)(shi)召(zhao)開巡察(cha)整改(gai)(gai)(gai)專題(ti)(ti)(ti)民(min)主生(sheng)活會(hui),班子(zi)成(cheng)員深(shen)刻(ke)剖(pou)析(xi)原因、主動認領(ling)(ling)責任,聯系思(si)想、工作和生(sheng)活實際,明(ming)確整改(gai)(gai)(gai)方向,研(yan)究(jiu)整改(gai)(gai)(gai)措施(shi)。二是(shi)(shi)召(zhao)開“謀(mou)(mou)劃(hua)(hua)‘十(shi)四五’暨2021年工作座談會(hui)”,先后多次(ci)參(can)與上(shang)級有關部(bu)門組織的專題(ti)(ti)(ti)匯報(bao)、座談會(hui)議,結合國家、省市“十(shi)四五”規(gui)(gui)(gui)劃(hua)(hua)綱要及相關專項規(gui)(gui)(gui)劃(hua)(hua),圍繞國家“碳(tan)達峰”“碳(tan)中和”目標(biao)及能(neng)源產(chan)業(ye)政策,高起(qi)點、高標(biao)準(zhun)研(yan)究(jiu)謀(mou)(mou)劃(hua)(hua)集(ji)團“十(shi)四五”發展(zhan)(zhan)思(si)路、重點任務,科學(xue)制定(ding)了集(ji)團“十(shi)四五”發展(zhan)(zhan)規(gui)(gui)(gui)劃(hua)(hua)。規(gui)(gui)(gui)劃(hua)(hua)至“十(shi)四五”末,集(ji)團全面建成(cheng)承(cheng)載我市“能(neng)源安全保障(zhang)、能(neng)源戰略實施(shi)、能(neng)源結構轉(zhuan)型”三大戰略功(gong)能(neng)為一體的高質量(liang)能(neng)源發展(zhan)(zhan)平臺,打造(zao)成(cheng)為全域(yu)覆(fu)蓋(gai)、產(chan)業(ye)鏈貫通、行(xing)業(ye)領(ling)(ling)先的綜合性能(neng)源企業(ye)。三是(shi)(shi)修訂集(ji)團發展(zhan)(zhan)戰略與規(gui)(gui)(gui)劃(hua)(hua)管(guan)理規(gui)(gui)(gui)定(ding),全面強化規(gui)(gui)(gui)劃(hua)(hua)督導管(guan)理,確保規(gui)(gui)(gui)劃(hua)(hua)目標(biao)落(luo)(luo)地落(luo)(luo)實落(luo)(luo)好。

2.針對實(shi)(shi)(shi)(shi)(shi)(shi)(shi)現(xian)企業(ye)(ye)(ye)(ye)(ye)良性(xing)發(fa)(fa)展(zhan)(zhan)能(neng)(neng)(neng)力(li)(li)(li)不足(zu)問題(ti)。一(yi)(yi)是召開(kai)(kai)巡察整(zheng)改(gai)專題(ti)民主生(sheng)活會,班子成(cheng)員(yuan)主動(dong)(dong)認領責任,認真查擺分(fen)析(xi)原(yuan)因(yin),進(jin)(jin)一(yi)(yi)步(bu)明確(que)(que)整(zheng)改(gai)方(fang)向和(he)整(zheng)改(gai)措施(shi)(shi)(shi)。二是大力(li)(li)(li)強(qiang)化(hua)(hua)完(wan)善產(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)建(jian)(jian)(jian)設,切實(shi)(shi)(shi)(shi)(shi)(shi)(shi)解(jie)決(jue)(jue)氣(qi)(qi)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)、熱源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)不足(zu)的(de)瓶頸問題(ti)。與中(zhong)石(shi)化(hua)(hua)簽署(shu)了(le)戰(zhan)略(lve)合作(zuo)協議,積(ji)極(ji)(ji)推(tui)進(jin)(jin)參股青(qing)島(dao)液化(hua)(hua)天然氣(qi)(qi)公(gong)(gong)(gong)司工(gong)作(zuo);已(yi)爭取(qu)市(shi)(shi)(shi)(shi)國資(zi)委(wei)批(pi)復(fu)同意集團主業(ye)(ye)(ye)(ye)(ye)由(you)“燃氣(qi)(qi)、熱力(li)(li)(li)生(sheng)產(chan)與供(gong)應業(ye)(ye)(ye)(ye)(ye)”調整(zheng)為“熱力(li)(li)(li)燃氣(qi)(qi)生(sheng)產(chan)與供(gong)應業(ye)(ye)(ye)(ye)(ye)、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)產(chan)業(ye)(ye)(ye)(ye)(ye)運營(ying)與配套(tao)設施(shi)(shi)(shi)資(zi)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)開(kai)(kai)發(fa)(fa)綜合利用(yong)(yong)”,現(xian)已(yi)注(zhu)冊成(cheng)立了(le)青(qing)島(dao)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)供(gong)應鏈(lian)有(you)限公(gong)(gong)(gong)司,全力(li)(li)(li)拓展(zhan)(zhan)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)貿易(yi)業(ye)(ye)(ye)(ye)(ye)務,為解(jie)決(jue)(jue)氣(qi)(qi)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)不足(zu)問題(ti)搭建(jian)(jian)(jian)了(le)保(bao)障平臺(tai),力(li)(li)(li)爭盡快(kuai)打(da)通天然氣(qi)(qi)上、中(zhong)、下游產(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian),有(you)效(xiao)(xiao)(xiao)解(jie)決(jue)(jue)青(qing)島(dao)全域(yu)(yu)氣(qi)(qi)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)、熱源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)不足(zu)問題(ti)。同時,積(ji)極(ji)(ji)堅決(jue)(jue)貫徹(che)落實(shi)(shi)(shi)(shi)(shi)(shi)(shi)全市(shi)(shi)(shi)(shi)清(qing)(qing)(qing)潔(jie)取(qu)暖部(bu)(bu)(bu)署(shu)安排,加(jia)快(kuai)推(tui)進(jin)(jin)燃煤(mei)(mei)鍋(guo)爐“煤(mei)(mei)改(gai)氣(qi)(qi)”項目(mu)(mu)(mu)和(he)市(shi)(shi)(shi)(shi)區(qu)(qu)(qu)南部(bu)(bu)(bu)供(gong)熱區(qu)(qu)(qu)域(yu)(yu)供(gong)熱主干網互聯互通建(jian)(jian)(jian)設,將明顯改(gai)善提升區(qu)(qu)(qu)域(yu)(yu)供(gong)熱能(neng)(neng)(neng)力(li)(li)(li)。三是大力(li)(li)(li)開(kai)(kai)拓清(qing)(qing)(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)市(shi)(shi)(shi)(shi)場。與中(zhong)石(shi)化(hua)(hua)綠源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)公(gong)(gong)(gong)司簽訂(ding)了(le)戰(zhan)略(lve)合作(zuo)框架協議,大力(li)(li)(li)拓展(zhan)(zhan)民用(yong)(yong)、商(shang)業(ye)(ye)(ye)(ye)(ye)、產(chan)業(ye)(ye)(ye)(ye)(ye)園(yuan)區(qu)(qu)(qu)等(deng)用(yong)(yong)能(neng)(neng)(neng)市(shi)(shi)(shi)(shi)場;先后與萊西市(shi)(shi)(shi)(shi)政(zheng)府、北京華清(qing)(qing)(qing)聚能(neng)(neng)(neng)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)管理(li)(li)公(gong)(gong)(gong)司簽署(shu)了(le)戰(zhan)略(lve)合作(zuo)協議,注(zhu)冊成(cheng)立青(qing)島(dao)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)發(fa)(fa)展(zhan)(zhan)(萊西)公(gong)(gong)(gong)司,加(jia)快(kuai)推(tui)進(jin)(jin)萊西區(qu)(qu)(qu)域(yu)(yu)清(qing)(qing)(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)市(shi)(shi)(shi)(shi)場大拓展(zhan)(zhan)、能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)結構大轉型;將非(fei)民用(yong)(yong)清(qing)(qing)(qing)潔(jie)能(neng)(neng)(neng)源(yuan)(yuan)(yuan)(yuan)(yuan)(yuan)市(shi)(shi)(shi)(shi)場發(fa)(fa)展(zhan)(zhan)列入(ru)年(nian)度(du)重(zhong)點工(gong)作(zuo),發(fa)(fa)布(bu)實(shi)(shi)(shi)(shi)(shi)(shi)(shi)施(shi)(shi)(shi)市(shi)(shi)(shi)(shi)場開(kai)(kai)發(fa)(fa)激勵獎懲政(zheng)策,進(jin)(jin)一(yi)(yi)步(bu)調動(dong)(dong)市(shi)(shi)(shi)(shi)場開(kai)(kai)發(fa)(fa)積(ji)極(ji)(ji)性(xing)、主動(dong)(dong)性(xing)。四是大力(li)(li)(li)提升工(gong)商(shang)業(ye)(ye)(ye)(ye)(ye)項目(mu)(mu)(mu)發(fa)(fa)展(zhan)(zhan)配比(bi)。緊跟工(gong)商(shang)戶外(wai)遷建(jian)(jian)(jian)廠(chang),主動(dong)(dong)開(kai)(kai)展(zhan)(zhan)配套(tao)服(fu)務,以大項目(mu)(mu)(mu)直(zhi)(zhi)供(gong)等(deng)方(fang)式開(kai)(kai)拓工(gong)商(shang)業(ye)(ye)(ye)(ye)(ye)用(yong)(yong)戶市(shi)(shi)(shi)(shi)場;發(fa)(fa)布(bu)實(shi)(shi)(shi)(shi)(shi)(shi)(shi)施(shi)(shi)(shi)天然氣(qi)(qi)工(gong)商(shang)戶開(kai)(kai)發(fa)(fa)促銷方(fang)案、市(shi)(shi)(shi)(shi)場開(kai)(kai)發(fa)(fa)方(fang)案,建(jian)(jian)(jian)立了(le)市(shi)(shi)(shi)(shi)場發(fa)(fa)展(zhan)(zhan)協調機制(zhi)(zhi),確(que)(que)保(bao)年(nian)內(nei)工(gong)商(shang)戶銷氣(qi)(qi)量(liang)穩(wen)步(bu)提高,實(shi)(shi)(shi)(shi)(shi)(shi)(shi)現(xian)民用(yong)(yong)戶與工(gong)商(shang)戶銷氣(qi)(qi)量(liang)配比(bi)目(mu)(mu)(mu)標,穩(wen)步(bu)提升企業(ye)(ye)(ye)(ye)(ye)盈利能(neng)(neng)(neng)力(li)(li)(li)。五是大力(li)(li)(li)強(qiang)化(hua)(hua)內(nei)部(bu)(bu)(bu)管理(li)(li),采取(qu)有(you)效(xiao)(xiao)(xiao)措施(shi)(shi)(shi)切實(shi)(shi)(shi)(shi)(shi)(shi)(shi)降低經(jing)營(ying)風(feng)險(xian)。與各(ge)直(zhi)(zhi)屬企業(ye)(ye)(ye)(ye)(ye)簽訂(ding)年(nian)度(du)目(mu)(mu)(mu)標責任書并(bing)納入(ru)年(nian)度(du)績(ji)效(xiao)(xiao)(xiao)考核(he)(he),層(ceng)層(ceng)分(fen)解(jie),壓實(shi)(shi)(shi)(shi)(shi)(shi)(shi)責任;建(jian)(jian)(jian)立超(chao)額利潤分(fen)享的(de)中( 10.針對貫徹落(luo)實(shi)中央八項規定精神不認(ren)真問題(ti)。一是召(zhao)開巡(xun)察整改(gai)專題(ti)民(min)主(zhu)生(sheng)活會(hui),認(ren)真查擺分(fen)析出(chu)了產生(sheng)的原因(yin),并明確(que)了整改(gai)方向。二是對相關責(ze)任人進行了處(chu)理(li),責(ze)令相關單(dan)位立即(ji)修訂完善(shan)制(zhi)度,做(zuo)到(dao)制(zhi)度全面(mian)、管理(li)規范(fan)。三(san)是重新核(he)測集團科(ke)級及以上干部辦公(gong)用房(fang)的面(mian)積,并建立完善(shan)了辦公(gong)用房(fang)臺(tai)賬。四是建立落(luo)實(shi)長效機制(zhi),做(zuo)到(dao)有(you)(you)部署、有(you)(you)檢查、有(you)(you)落(luo)實(shi),堅持全覆蓋,不留死角(jiao),確(que)保(bao)各項規定落(luo)到(dao)實(shi)處(chu)。

11.針對(dui)(dui)服務(wu)(wu)管理(li)存(cun)在懶散現象(xiang)問題(ti)。一是(shi)(shi)召開巡(xun)察(cha)(cha)整(zheng)改(gai)專題(ti)民(min)主生活會,深刻(ke)剖析原因、制定整(zheng)改(gai)措施、明(ming)確整(zheng)改(gai)方向。二是(shi)(shi)立即(ji)責(ze)令責(ze)任(ren)單(dan)位(wei)組織整(zheng)改(gai),嚴格執(zhi)行《服務(wu)(wu)行為規(gui)(gui)范(試行)》《場(chang)站(zhan)運行管理(li)規(gui)(gui)定》,并對(dui)(dui)相關責(ze)任(ren)人進行了(le)處(chu)理(li)。三是(shi)(shi)全面加強服務(wu)(wu)、安(an)(an)全生產(chan)管理(li)。升(sheng)級“一站(zhan)式”服務(wu)(wu)站(zhan),大力(li)推進外圍區(市)“服務(wu)(wu)管家進社區”,進一步暢通(tong)了(le)服務(wu)(wu)渠道。開展“窗口(kou)服務(wu)(wu)質效再提(ti)升(sheng)”活動(dong),形成集團(tuan)服務(wu)(wu)窗口(kou)制度清(qing)單(dan),對(dui)(dui)各單(dan)位(wei)場(chang)站(zhan)及(ji)(ji)對(dui)(dui)外服務(wu)(wu)窗口(kou)進行現場(chang)檢查(cha)及(ji)(ji)電(dian)話抽查(cha)。四是(shi)(shi)嚴格執(zhi)行集團(tuan)服務(wu)(wu)行為規(gui)(gui)范、服務(wu)(wu)督(du)(du)察(cha)(cha)考核管理(li)辦法、安(an)(an)全生產(chan)監(jian)督(du)(du)檢查(cha)管理(li)規(gui)(gui)定等制度,強化日常服務(wu)(wu)、安(an)(an)全生產(chan)監(jian)督(du)(du)檢查(cha)措施和主體(ti)責(ze)任(ren),不斷提(ti)高服務(wu)(wu)水平和安(an)(an)全保障(zhang)能力(li),切(qie)實(shi)提(ti)升(sheng)群(qun)眾(zhong)獲得(de)感和幸福指數。

三、今后整改工作打算

能(neng)源集團黨委將在前一階(jie)段工作的基(ji)礎(chu)上,堅持任務不變、標準不降(jiang)、力度不減,長期抓、持續(xu)抓、深入(ru)抓,特別是要以(yi)巡察整改(gai)為動力,持續(xu)扛起全面從嚴(yan)治黨的政治責(ze)任、主體責(ze)任、第(di)一責(ze)任,不斷把從嚴(yan)管(guan)黨治黨工作引向深入(ru)。

(一)強(qiang)化(hua)黨(dang)(dang)的領(ling)導(dao),以整(zheng)改落(luo)(luo)實(shi)引領(ling)集團高質量(liang)發(fa)展。進一步加(jia)強(qiang)領(ling)導(dao)班子(zi)能力(li)建(jian)設(she),充分發(fa)揮黨(dang)(dang)委把方向、管大局(ju)、保(bao)落(luo)(luo)實(shi)作(zuo)用,探(tan)索黨(dang)(dang)建(jian)工作(zuo)和經營工作(zuo)相(xiang)融(rong)合,黨(dang)(dang)建(jian)任務與經營業務同部署、同考核。夯實(shi)基(ji)(ji)層黨(dang)(dang)組織(zhi)建(jian)設(she),強(qiang)化(hua)基(ji)(ji)層黨(dang)(dang)組織(zhi)整(zheng)體功能,嚴格黨(dang)(dang)內生活,充分發(fa)揮基(ji)(ji)層黨(dang)(dang)組織(zhi)的戰斗堡壘作(zuo)用。

(二)強化(hua)戰(zhan)略(lve)導向,以(yi)整改落實推動集團高質(zhi)量發(fa)展。做好與(yu)市(shi)行業管理部門、市(shi)國(guo)資委(wei)溝通協調,確保《規劃(hua)》與(yu)各市(shi)級專(zhuan)業規劃(hua)、市(shi)國(guo)資委(wei)系(xi)統規劃(hua)有(you)效銜接。緊握國(guo)家(jia)能源(yuan)(yuan)革(ge)命和綠色低碳發(fa)展戰(zhan)略(lve)機遇期(qi),圍(wei)繞平臺(tai)思維,進一步(bu)明確集團主(zhu)業,優化(hua)產業布局、聚焦(jiao)主(zhu)業發(fa)展,提升(sheng)核心(xin)競(jing)爭力,構建(jian)“大能源(yuan)(yuan)”發(fa)展格局,成為全市(shi)重大能源(yuan)(yuan)戰(zhan)略(lve)、重大能源(yuan)(yuan)項目的承擔(dan)者與(yu)參與(yu)者。

(三(san))強化制(zhi)度體系建(jian)設(she),為集團高(gao)質量發展提(ti)供規(gui)范化保(bao)障(zhang)。運(yun)用好市委巡察成果,加大制(zhi)度梳理、完善和執(zhi)行的(de)檢查力度、問責力度,建(jian)立完善“更接地氣、更為實用、更有效(xiao)果”的(de)長效(xiao)機制(zhi),保(bao)障(zhang)各(ge)項工(gong)作環環相扣,事事有依有據(ju),確保(bao)不(bu)出(chu)紕漏。完善內控體系建(jian)設(she),加強工(gong)程建(jian)設(she)管(guan)理、項目招投標(biao)管(guan)理、大額資金使用等關(guan)鍵領(ling)域的(de)有效(xiao)監管(guan),形(xing)成制(zhi)度管(guan)人(ren)、制(zhi)度管(guan)事的(de)常態化機制(zhi)。

(四)強化干(gan)(gan)部、人(ren)(ren)才隊(dui)伍(wu)建設,為集團高質量(liang)發展提供有(you)效支(zhi)撐(cheng)。堅(jian)持黨(dang)管干(gan)(gan)部、黨(dang)管人(ren)(ren)才原則(ze),加強干(gan)(gan)部隊(dui)伍(wu)建設和人(ren)(ren)才梯(ti)隊(dui)建設,打造一支(zhi)素質優良、專業(ye)配套、結構合理的(de)(de)(de)后備人(ren)(ren)才隊(dui)伍(wu),為集團可(ke)持續(xu)發展提供組織支(zhi)撐(cheng)。完善(shan)考(kao)核(he)(he)(he)激勵機制,增強考(kao)核(he)(he)(he)的(de)(de)(de)針對性、客觀性和公正性,充分(fen)發揮激勵作用,讓能(neng)干(gan)(gan)的(de)(de)(de)人(ren)(ren)有(you)舞臺(tai)、干(gan)(gan)成事的(de)(de)(de)人(ren)(ren)有(you)平臺(tai)。建立以崗位、能(neng)力和業(ye)績為核(he)(he)(he)心的(de)(de)(de)薪(xin)酬體(ti)系,突(tu)出激勵作用。

(五)強(qiang)化(hua)紀(ji)律(lv)、作(zuo)(zuo)風(feng)建設(she),為(wei)集團(tuan)高質量發展保駕護(hu)(hu)航。教育引導(dao)(dao)黨員(yuan)干(gan)部(bu)(bu)嚴守政(zheng)(zheng)治紀(ji)律(lv)政(zheng)(zheng)治規(gui)矩,增強(qiang)“四個意識”、堅定(ding)“四個自(zi)信(xin)”、做(zuo)到“兩個維護(hu)(hu)”;領導(dao)(dao)干(gan)部(bu)(bu)以上率下、帶頭遵守和(he)執(zhi)行法規(gui)法紀(ji)和(he)集團(tuan)各項規(gui)章(zhang)制(zhi)度。牢固(gu)樹立“作(zuo)(zuo)風(feng)建設(she)永遠在路上”的(de)思想,堅決貫徹(che)落實中央八項規(gui)定(ding)精神。探索建立效(xiao)能監察工作(zuo)(zuo)機制(zhi),避(bi)免監督(du)(du)出現空點(dian)、盲點(dian);積極運用監督(du)(du)執(zhi)紀(ji)“四種形態”,對苗頭性、傾(qing)向性問題抓早抓小,為(wei)集團(tuan)高質量發展營造風(feng)清氣(qi)正的(de)良好環境(jing)。
